I've recently noticed some white dots on the leaves of my shrubs. I can wipe them off by hand, but am wondering if the dots are normal or should I be concerned?

I mainly wanted to make sure there wasn't a fungus among us.

Ok, I'm embarrassed to say I have no clue about gardening and would honestly have trouble even growing a weed. So... I mainly just need help and advise on how to NOT kill any more plants than absolutely necessary.

First of all, what are these? How often do I water, and how much is too much?
